The NEMT workshops are designed to facilitate critical dialogue between Texas transit agencies, state Medicaid administrators, and a major NEMT broker to address operational and policy challenges in the provision of Medicaid non-emergency medical transportation (NEMT). The first workshop will focus on identifying and discussing Texas Health and Human Services Commission (HHSC) policies that hinder effective transit participation in NEMT. The second workshop will bring together MTM’s leadership and transit providers to address broker-level issues stemming from MTM’s recent acquisition of Access2Care. Both workshops aim to clarify the source of NEMT challenges—whether state, MCO, or broker-driven—and to identify practical next steps for resolving them. A final technical memorandum will summarize findings and recommended actions.
In preparation for this event, we are conducting a short NEMT survey to better understand the experiences and challenges transit agencies are facing. Your feedback will help inform the conversation at the workshop and guide potential solutions.
