Request for Qualifications (RFQ) – Consulting Services for the Middle Rio Grande Region 5-Year Human Services Transportation Plan Update

The Southwest Area Regional Transit District (SWART), the lead agency for Regional Coordinated Transportation Planning, is soliciting Statements of Qualifications from qualified consulting firms to assist in the update of the Regional Public Transit Coordination Plan for the Middle Rio Grande Region 24.

Region 24 includes:

  • Two rural transit districts
  • One urbanized transit district

SWART provides transit services in the counties of Dimmit, Edwards, Kinney, La Salle, Maverick, Real, Uvalde, and Zavala, and oversees urban transit services in Eagle Pass. Transit services in Val Verde County are overseen by the City of Del Rio.

This planning effort must comply with the TxDOT Coordination Plan Guidebook and align with state and federal requirements, including those under Federal Transit Administration (FTA) Section 5310.


Important Dates:

  • Deadline to submit questions: September 17, 2025
  • RFQ submission deadline: September 26, 2025, by 4:00 PM (CST)
