The Heart of Texas Council of Governments (HOTCOG) is soliciting proposals from qualified professionals with experience in public transportation coordination to develop and update a 5-Year Regionally Coordinated Transportation Plan. This plan is intended to guide the coordination of transportation services across the HOTCOG rural service area, ensuring that residents have access to a comprehensive and efficient transportation network.

This project is funded through a grant from the Texas Department of Transportation (TxDOT). The contract period is expected to begin on July 1, 2025, and conclude on September 30, 2026 (a 15-month term). All proposals must be received no later than 4:00 p.m. central standard time on May 30, 2025, and can be sent to HOTCOG at 1514 South New Road, Waco, TX 76711. Proposals received after the specified date and time will not be considered. HOTCOG reserves the right to reject any and all proposals received.
